The following provides information on the requirements for foreign tourists to the Philippines post-Covid era.

GENERAL INFORMATION

  • Foreign nationals from Visa-Free countries can now enter the Philippines and are entitled to stay in the country not exceeding thirty (30) days; holders of Hong Kong Special Administrative Region or Macau SAR passports entitled to stay for a period not exceeding fourteen (14) days
  • Former Filipino citizens with Balikbayan privilege under Republic Act No. 9174, including their spouse and/or children who are not balikbayans in their own right and are traveling with them to the Philippines, provided they are not restricted, are also allowed entry.
  • Once admitted into the country, the foreign tourists / Balikbayans are no longer required to observe facility-based quarantine but shall self-monitor for any sign or symptom for seven (7) days with the first day being the date of arrival. However, they are required to report to the local government unit (LGU) of their destination should they manifest any symptoms.
  • Beginning April 1, 2020, foreign nationals may enter the Philippines without the need of an Entry Exemption Documention (EED) as long as they meet and submit the requirements for foreign tourists. Foreign nationals with valid and subsisting EED issued prior to April 1 shall be allowed entry following as well the requirements.

REQUIREMENTS

  • Must be fully-vaccinated with acceptable proof of vaccination; minor children below twelve (12) years of age must travel with fully-vaccinated foreign parent/s. Acceptable proofs of vaccination include: World Health Organization International Certificate of Vaccination and Prophylaxis, VaxCertPH, National or state digital certificate of the country/foreign government which has accepted VaxCertPH under a reciprocal arrangement, and other proofs of vaccination permitted by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF).

Note: Fully vaccinated means the tourist received the second (2nd) dose in a 2-dose series or a single dose vaccine more than fourteen (14) days prior to the date and time of departure from the country of origin/port of embarkation. The vaccine must also be included in the Emergency Use Authorization (EUA) List or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration; OR Emergency Use Listing of the World Health Organization

  • Negative RT-PCR test result taken within forty-eight (48) hours or a negative laboratory based antigen test result taken within twenty-four (24) hours prior to the date and time of departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that tourist has not left the airport premises or has not been admitted into another country during such lay-over
  • Valid tickets for return journey to the port of origin or next port of destination not later than thirty (30) days from date of arrival in the Philippines; exemption to this requirement are foreign spouses and/or children of Filipino citizens and former Filipino citizens with balikbayan privilege under Republic Act No. 9174, including their foreign spouse and/or children who: (i) are not balikbayans in their own right and (ii) are traveling with them to the Philippines.
  • Passports valid for a period of at least six (6) months at the time of arrival to the Philippines
  • Travel insurance for COVID-19 treatment costs from reputable insurers with a minimum coverage of USD 35,000.00 for the duration of their stay in the Philippines
  • One Health Pass QR Code: register at https://www.onehealthpass.com.ph/ at least three (3) days prior to departure. Documents needed for registration include: proof of vaccination (children below 12 years old are exempted as long as accompanying guardian/parent comply with the set rules), confirmed booking from a Philippine Department of Tourism accredited establishment / hotel, return flight ticket to next destination / port of origin (not later than 30 days from date of arrival in the Philippines) and negative result of RT-PCR test taken within 48 hours prior to departure (children who are three (3) years old and below are exempted from the RT-PCR test requirement)

  • How do I access the One Health Pass?*

  • Do foreign travelers entering the Philippines still have to accomplish online the “One Health Pass”?

Yes, the One Health Pass must be secured because this is one of the requirements for entry to the Philippines.

  • Do Balikbayans need to secure the One Health Pass?

Yes, even Balikbayans need to secure the One Health Pass.

  • Can the One Health Pass be accomplished by hand on arrival in the Philippines?

The One Health Pass can be secured upon arrival to the Philippines, but it must still be accomplished online. We highly encourage securing the One Health Pass prior to departure from port of origin for a seamless and more convenient arrival to the Philippines.

  • As per IATF Reso 160-B, what are the “other proofs of vaccination permitted by the IATF” to prove vaccination status?

To date, there are no “other proofs of vaccination” yet aside from the following:

a. World Health Organization International Certificates of Vaccination and Prophylaxis;

b. VaxCertPH;

c. and the National/ state digital certificate of a foreign government that has accepted VaxCertPH under a reciprocal arrangement.

  • If the vaccination certificate issued by a country is not recognized, is quarantine required? If yes, for how many days?

In the event that a tourist’s vaccination certificate is not recognized by the Philippines, the visitor must undergo quarantine for five (5) days in a government-accredited quarantine facility. However, this is unlikely to happen as tourist’s vaccination certificate will already be verified prior to their departure from port of origin.

  • Is there a link or document listing accredited facilities for quarantine of tourists whose vaccination certificate is unrecognized? If yes, please provide.
